WebGrapheneOS passes Android's device management compatibility tests. It fully supports the functionality. Device managers not depending on Play Services work fine. Profile owners are easy to use, and people actively use them. Device owners may require work to set up since it needs to be provisioned at the start and we don't have that set up. WebGrapheneOS does not have them. CalyxOS is not as much hardened as GrapheneOS but has MicroG integrated, an open source reimplementation of the core features of Google services. It could work with that even if the apps require Google services. In any case have a look at Shelter. It allows to isolate apps to a work profile.
